Une expertise indépendante des systèmes des codes sources, des mécanismes de scellement et de chiffrement par un expert indépendant formé par la CNIL ;
La séparation, dès le poste de l’électeur, des informations sur son identité et du détail de son vote et la transmission par des canaux sécurisés ;
La mise en place de mesures physiques et logiques garantissant la sécurité des données personnelles (systèmes informatiques indépendants et algorithmes publics de chiffrement réputés forts) ;
La possibilité donnée à une commission électorale indépendante de contrôler à tout moment l’effectivité des mesures de sécurité

Ce système suivrait alors parfaitement les recommandations de la Délibération no 2010-371 du 21 octobre 2010 de la CNIL. Un tel système relancerait donc le débat sur la considération du vote blanc.

Puisque chacun pourrait voter blanc depuis un appareil connecté, cela ouvrirait la possibilité aux abstentionniste de s’exprimer.
De plus il y’aurait moins de demande de procuration. La représentativité des scrutins serait donc plus forte.

Les limites de ce système

Une des principales propriétés d’une chaîne de blocs est d’être non modifiable. Or, la législation française prévoit que les bulletins de vote soient détruits, qu’il s’agisse de bulletins de vote papier dans le cadre d’un vote politique, ou de vote par Internet pour une élection professionnelle. Cette destruction constitue une garantie que les votes et leurs auteurs ne seront jamais révélés

Si la chaîne de blocs utilisée est publique au même titre que Bitcoin, sa duplication peut être infinie. Cela empêche la destruction des votes c’est un risque pour le secret du vote à terme.

Si la chaîne de bloc est privée, cela permettrait la destruction des votes, sans en avoir une garantie à 100%. Cela est la conséquences des multiples unités de minage. De plus cette chaîne ne serait contrôlable que par une unique autorité. Ainsi les électeurs ne pourraient pas vérifier leurs votes et les résultats des scrutins.

A première vue la Blockchain semble être une bonne solution pour sécuriser des données de vote. Mais la mise en place de cette technologie ne convient pas au cadre législatif d’un vote en ligne. De nouvelles technologies doivent donc voir le jour pour rendre un tel système applicable.
